On the Creation of Philippine Private Detective & Investigation Academy Inc.

 

A.                 NAME: Philippine Private Detective & Investigation Academy Inc.

 

The name gives particular description of the geographical location of the training center which includes general purposes the Academy was created. Special police refers to the creation of the republic Act. 5487 otherwise known as the Private Security Agency Law.  The Security Guards, the Watchmen, Private Detectives and the Security Officers are called Force Multiplier of the PNP because of the role they play in case of emergency in times of disaster or calamities, the chief of the Philippine National Police or the Mayor of the Certain locality may deputized them to assist the Philippine National Police in the performance of the Police duties for the duration of such emergency disaster or calamity.

 

Private security personnel are called Protection Specialist because in the present day concept, Law Enforcement and Crime Prevention are not only the task of the Philippine National Police. The five pillar concept in criminal justice system calls the involvement of the private sector -the community-to which much of the success of the law enforces depend. The private security forces play a vital role in this regard as they are potent force in crime prevention of the Philippine National Police.  They have in fact contributed largely to the enhancement of the peace and order and the protection of lives and properties in all areas of the country today.

 

B.              LOCATION:

 

The main office of the training center is located at Room 304-Lyman Ogilby Centrum, 368 Magsaysay, Avenue, and Baguio City.  The location of the training center is accessible to all types of transportation and communication that is within the limit of the operation.  The classroom facilities, library, and office equipment are all provided by the training center.  The gymnasium for martial arts, firing range and the drills and inspection will be conducted outside of the training center upon the arrangement of the training director with the proper authorities.

 

 

C.              DESCRIPTIVE DEFINITION OF THE PROJECT

 

The creation of the Philippine Private Detective Investigation Academy Inc. is in accordance with RA 5487, as amended, to professionalize our guards, Watchmen, private detectives and security officers by under going the Pre-licensing and In-Service Training Course.

 

The creation of the PPDIA is timely needed so that prospective security guards will not fall under the scheme of being victimized by illegal fixers to obtain fake license to exercise profession in the depredation of the industry in general.

 

The training would not limit only to personnel in the Industrial Security but also cater those:

a)      Proprietors who want to protect their lives, assets and properties;

b)      Company and government owned corporation, Security Officers and Staff members;

c)      And those who consider that their future lies in the field of security.

 

D.              PROJECT LONG RANGE OBJECTIVES

 

The project is not limited to the Pre-licensing and In-Service course but also includes specialized training such as:

a)      -Security Supervisor/Security Management Seminar

b)      -Background Investigation Seminar

c)      –Firearm Proficiency/Defensive Tactive Course,

 

 

 

E.               FEASIBILITY CRITERIA

 

The organization of the project is classified as Non-stock Corporation.  It does not aim on the profitability but concentrates on the economic growth of the security profession.  The training center helps in the solutions of unemployment problems and also upgrade the status of the security industries.  The problems on “Cut throat competition” among security agencies often lead to the deprivation of descent salary among security  personnel and also the unscrupulous removal or termination of guards which is a violation of the security of tenure clause as provided by the labor Code and the Constitutional Right to due process.

 

            F.      HIGH LIGHTS OF THE PROJECT

 

Having a security agency is not enough to upgrade the security industry.  A security guard with insuficient training often results in the uncompromising performance that is disadvantageous to the client.  The growth of the industry requires the hiring of security guards who possessed sufficient training which guarantees the stability of the company.  A security agency and the training center make a good combination in the expansion of the security business.  But primordial importance should be given to the welfare of the security guard.  Remittances for the Social Security System contributions and Philhealth benefits should be included as one subject in the training curriculum.  The training center also plans to create a cooperative scheme that deals with the issuance of loans and the application of  low cost housing among the security guards.

 

G.               PROJECT TIMETABLE AND STATUS

 

As soon as all the requirements prescribed by the Technical Education & Skills development Authority (TESDA),the training centers starts to advertised thru newspapers, radio, posters and other means of communication to all high school graduates who are not presently employed, and willing to join the security profession. It also invites agencies in the conduct of In-Service trainings among those who are presently employed.  Conference, seminar or review regarding security matters can also be arranged on case to case basis.

 

           H.              NATURE OF INDUSTRY     

 

The Philippine Private Detective & Investigation Academy Inc. is a non –stock and non-profit corporation which primarily trains security guards, lady guards, private detectives and security officers and professionalized them. The Philippine Private Detective & Investigation Academy Inc. had branch out in the province of Abra and another branch on the process at Pangasinan area.

 

The gowth of the academy may not be impaired by the entry of sophisticated electronics and communication equipment’s today because the most important element in the security system of business enterprise is the security guard. Without this human element (the guard), modern security devices would be worthless.  Modern security devices may send the alarm, but it is the trained guards who take the necessary action.

In other aspect, the security personnel, performs also public safety functions in case of emergencies, criminal acts and disaster conditions.  After regular works hours and during holidays, business properties assets worth billions are left in the hands of professional security personnel.

 

The role therefore of the PPDIA is to train prospective security guards, lady guards, private detectives and security officers whose imperative demand in the view of the fact of the increasing complexities of modern business operations and notable rise of crimes against property.

 

An exemption in the training is given to the criminology students/graduates of reputable institutuions.  Attendance is no longer necessary for the completion of the course.  However, college graduates from other courses should undergo the Pre-licensing training.

 

I.                  MODE OF FINANCING

 

The training center falls under the classification of a non-stock corporation.  Members of the corporation contribute a common fund for the operational expenses, in return,  it collects the corresponding fee in the form of tuition fees.  The training center undertakes to pay training instructors on hourly basis.  Their rates will depend on the number of hours taught as prescribed by TESDA. The Philippine Private Detective & Investigation Academy Inc. does not receive any fund or contributions from outside sources.  Their main source of financing is from tutuion fee of the prospective trainees.

The training center has an investment cost in the amount of One-Hundred Thousand Pesos (100,000.00).

K.             MARKET FEASIBILITY

 

                        

                        The officers and members of the academy will work hand in hand in the field to market prospective trainees throughout the Cordillera, especially to thousands of newly High School graduates who are unemployed and presently looking for a job.  Prospective trainees who can not afford to pay tuition fee and other miscellaneous fees will be accepted and later on be charged on salary deduction basis once employed.

 

                        The training instructors are composed of top caliber security professionals, practicing lawyers, members of the Armed Forces of the Philippines and Police Officers.  Proper screening of enrollees will be strictly enforced, like the minimum height requirement which is 5 feet and 4 inches.  And the trainee should be of good moral character and has not been convicted  of crime involving moral turpitude.

 

                        Of the most special feature of the training center, it has established a credible security agency which caters the immediate employment of graduates.  Although the training center can make recommendations for graduates to other agencies. It maintains the novel principle to prioritize the employment of graduates.

 

L.               FINANCIAL FEASIBILITY

                       

            Being a non-stock corporation, tuition fees collected from prospective guards will be utilized to the following: salary of the instructors, processing of the training certificate of issuance of PNP license and other operational expenses.  The training center does not receive any contributions of funding from outside sources.

 

M.            TECHNICAL FEASIBILITY

 

The training center is equipped with all the necessary materials such as books, pop sheets, charts, compilations of spot reports, incident reports, logbooks, and various reference materials about police science subjects.  The rooster of training instructors teaching in their field of specialization.  Trainees before graduation are subjected to undergo written examination in all areas of study to test their ability/knowledge whether they are prepared for the security professions.  Visual aids and hands out will be provided in order to give the trainees salient point of study before the commencement exercises. The training center will be occupying a rented office space and classrooms.  The gym for martial arts is located at Lucban Elementary School, Camdas, Baguio City where classes is distributed in accordance with the curriculum. The firing range in the meantime will be conducted at Lubas La Trinidad, Benguet upon the arrangement of the training director with proper authorities.

After the graduation, all the requirements of the trainees will be processed by the Licensing Officer at the of the PNP FESAGS , Camp Dangwa. Graduates especially those belonging to the top ten will be hired immediately by the security agency.  However, employment of the graduates will also depend the availability of clients needing security services.

 

N.              SOCIO-ECONOMIC FEASIBILITY

 

The training center aims to benefit prospective security guards and also to working students in their search for immediate employment.  Security is always essential in the stability of the business industry; licensed security guards are always needed for protection from sabotage and espionage.  The Philippine Private Detective & investigation academy Inc. makes exemption to criminology students who have finished at least 3rd year or graduate of the course.  The creation of the training center would eventually eased unemployment problem.  The tuition fee for trainees can be paid either in installment or cash basis.  Special arrangement can be made between the training director and the manager of the security agency, wherein guards that can not settle their accounts could render  duty in order to offset their unpaid accounts.

 

O.      MANAGEMENT FEASIBILITY

                       

                        The Philippine Private Detective & Investigation academy Inc. headed by the president as the Training Director.  Then followed by the Registrar who acts in the absences of the Training Director.  He will be acting at the same time the Chief Operation officer.  The Secretary of the training center is also a treasurer who is in charge of receiving fees and clerical jobs.  Then followed by the Training Instructors of the various subjects contained in the curriculum.
